The Tyler Public Library was established in 1899 by the Tyler Federation of Women's Clubs as a subscription library. Its first location was above the old Tyler Electric Company offices, on the north side of downtown Tyler's courthouse square. Shortly after, the Library moved to City Hall, and in 1903, it officially became a City department. In 1904, the Library moved again, this time into its own building on College Avenue, donated by Andrew Carnegie. This building served as the Library's home until 1980, when the current three-story building opened on College Avenue, just across Elm Street to the south.
